Quality health services can only be provided if adequate skilled human resources are available where they are needed. A human resource strategy is required to establish a system for rational development, deployment and management of trained staff to support quality services at all levels of health facility across the country. The national Human Resource Policy specifies the need for:

• Motivation of trained health workers through good career paths and opportunities
• Incentives (financial and other) for long service and service in challenging places
• Effective professional support, especially in remote areas and for inexperienced staff
