Rights Based Social Inclusion Training

The SSMP Equity and Access Programme (EAP) strongly promotes the use of rights based social inclusion approaches, as part of their social mobilisation activities targeting marginalised groups. Following an introductory workshop in February 2008, a follow on workshop was organised in October for district level stakeholders, such as district health offices, district development committee members and the district EAP coordinators and some central level representatives. The participants shared their experiences of using the rights based social inclusion approaches and tools in their districts and provided practical inputs to the development of detailed guidelines, which will be used to help other district stakeholders, such as local NGO partners, to work with these approaches. Since the first workshop, they reported finding they could more easily:

·            Identify occasions and events when certain groups were excluded and to think about how this might be addressed
·            Approach health workers to discuss issues of public accountability and responsiveness to their service provision
·            Analyse district budgets to ensure they are “gender balanced”, ie they cover needs such as uterine prolapse or other reproductive health problems as well as general health services
·            Approach government line agencies to discuss local social inclusion issues and how to address them
